A recruiter is not a social worker and a recruiter is not a career coach.
His job is not helping people find jobs.
A recruiter helps a company find people who have the special skills it needs.
So, if you come to a recruiter's website and send him your resume out of the blue, he might want to help you -- but he can only do so if he happens to be looking for someone with your specific experience when your resume arrives.
That would be a fluke.
It is worthwhile to send a recruiter your resume but only so that he will have it on hand in his database when he gets a project requiring someone with your specific background.
You can't expect to get a reply because the recruiter might be busy and he might be getting a lot of unsolicited resumes.
You can usually assume that any resume you send to a recruiter will be considered to be a confidential document and will not be distributed to anyone without your permission.
However, some job hunters do complain that their resumes have been sent by recruiters to employers without their permission.
