Recruiting.com has a long article by Shally & Robbie McIntosh of Microsoft. It has two parts.
1. What is Peer Regression Analysis.
2. How to build a candidate pipeline.
Here's a short take on PRA
1. Pick someone you'd like to hire
(even if you think you'll never get her).
2. Find out where she's working now -- and where she's been.
Those are probably good sources for people like her.
3. Research Tools: search engines, online databases, social networking sites
Example
Sometimes you'll find a professor and, like, ten students in her class became very influential in their industry. She's gotta be a good source.
Warning
PRA is time consuming and there are no guaranteed results. A lot like life.

Ach, Robbie. With a surname like McIntosh you've got the nerve to nay-say the name borne by Scotland's literary hero, Robbie Burns?
You must know that we have a strong Scottish tradition here in southern Ontario? So, are you trying to insult us? Shame on you!
