Colin the Recruiter places Sally at Moonbat Productions.
A few years later, Sally is becoming too senior for her job.
So Moonbat calls in Colin to exchange her for a better person.
Colin finds Sally a more suitable job and gets Moonbat a more junior girl.
Moonbat isn't blindsided by Sally's departure since they arranged it themselves.
And, since Colin isn't taking Sally before his client is ready to let her go, he can maintain a long-term relationship with her, both placing and pulling her whenever the time is right.

I can see more temp-style agencies as employment becomes more project-oriented. But there will always be someone luring employees away before the project ends.
