1. Pick someone you'd like to hire
(even if you think you'll never get her).
2. Find out where she's working now -- and where she's been.
Those are probably good sources for people like her.
3. Research Tools: search engines, online databases, social networking sites
Example
Sometimes you'll find a professor and, like, ten students in her class became very influential in their industry. She's gotta be a good source.
Warning
PRA is time consuming and there are no guaranteed results. A lot like life.
